U.S. DOE Helps UAlbany Increase
Number of Special Education Doctorates

ALBANY, N.Y. (October 29, 2004) - University
at Albany faculty Deborah C. May and Kevin P.
Quinn have received a $747,000 U.S. Department
of Education grant for Preparation of Leadership
Personnel in Special Education. The grant will
enable the division of Special Education at
UAlbany to increase the number of doctoral candidates,
prepare participants to assume leadership roles
in the field of special education, assist in
career placement activities, and provide ongoing
evaluation.
Graduates of the program will possess the necessary
skills to assume leadership roles in teacher
education at colleges and universities, in research
and in state and federal agencies responsible
for special education policy. In addition, graduates
will be prepared to use technology and distance
learning in their courses and research in conjunction
with the SUNY Learning Network.
"The substantial shortage of highly qualified
doctoral leadership in the field of special
education has been well documented," said
Sue Phillips, dean of the School of Education
at UAlbany. "We are very pleased to be
able to offer this innovative program to the
future leaders in this important field."
The doctoral program in special education is
a concentration within the Ph.D. program in
Education Psychology at UAlbany. The program
includes coursework in child development, learning,
measurement, research methodology and individual
differences/special education.
Deborah C. May and Kevin P. Quinn of the division
of special education were awarded the grant.
May, chair of the Department of Educational
and Counseling Psychology and director of special
education, specializes in school readiness,
and students with severe disabilities. She earned
her Ed.D. from the Teachers College at Columbia
University. Quinn's areas of expertise include
students with emotional and behavioral disorders.
He received his Ed.D. from Northern Illinois
University.
