            The National Institute of Justice, established in 1968 as the National Institute of Law Enforcement and Criminal Justice, was founded to "improve and strengthen law enforcement" by "research, development, (and) evaluation." This set reproduces all of the documents issued by the Institute between 1970 and 1979.
