SCOPE:
A law passed on April 16, 1862, 12 Stat. 376, abolished slavery in Washington, D. C.. Section 3 of that act authorized the President to appoint a board of three commissioners to examine petitions for compensation from the former owners of the slaves. This set reproduces the records of this Board now in the National Archives, including the texts of the individual petitions, which include a description of each slave and his or her monetary value.
