Adam C. Bouloukos
About

Adam C. Bouloukos is a US national with nearly 30 years of overseas experience in the United Nations, international NGOs, and academia in public policy formulation, research, fundraising, and institutional capacity building at local, national, and global levels. Dr. Bouloukos joined CEHC in the Fall 2024 as a Visiting Professor of Emergency Preparedness and Homeland Security. 
In his most recent overseas assignment, Dr. Bouloukos held the position of Director of UNRWA Affairs in the West Bank, where he led a team of 4000 staff delivering quasi-governmental programs in education, health, microfinance, infrastructure, and social services. Prior to this appointment, Dr. Bouloukos was the UN Development Program Resident Representative in the Kingdom of Saudi Arabia (2019-2022). As primary counterpart to the G20 Saudi Presidency, he leads teams in the following sectors: T20 Think Tank 20 in partnership with KAPSARC (King Abdullah Petroleum Studies and Research Center); the W20 Women’s Empowerment 20 in partnership with Al Nahda Society; and C20 Civil Society 20 in partnership with King Khaled Foundation. Dr. Bouloukos also served as Country Director of the Norwegian Refugee Council in Uganda (2018-2019), Deputy Humanitarian Coordinator in Ethiopia (2017-2018) and Director of UN Office on Disaster Risk Reduction in Switzerland (2015-2016) during the adoption of the Sendai Framework for Disaster Risk Reduction 2015-2030, the first leg of the sustainable development agenda. 
Previously, Dr. Bouloukos held numerous positions with the UN including as Senior Change Management Advisor in Switzerland (2016-2017), as Representative in Switzerland (2012-2014), as Director of Outreach and Partnerships in Denmark (2010-2012), as Representative in Sudan (2007-2010), as Representative/Earthquake Response Coordinator in Pakistan (2006), and as Deputy Representative in Afghanistan (2004-2006). 
Dr. Bouloukos began his international career in Austria with UN Office on Drugs and Crime (1995-2002), responsible for coordinating the collection and analysis of global statistics on crime and justice. He then moved on to Afghanistan to be lead author on the country’s counter narcotics strategy (2002-2004). Prior to his overseas work, Dr. Bouloukos was an instructor of criminology in the United States. He holds Doctorate and Master’s degrees in Criminal Justice from the Rockefeller College of Public Affairs and Policy, USA and a Bachelor of Arts in Sociology from Bucknell University, USA. In addition, Adam holds a Post Graduate Certificate in Management from the Edinburgh Business School, UK. Portfolios under the responsibility of Dr. Bouloukos have ranged in size from $10 million to over $500 million, nearly all of which have been supported by voluntary contributions. He has considerable experience securing funding from a diverse range of donors and partners, including national governments, private sector and academia. 
Dr. Bouloukos is married and has three sons.
