Receiving a Parking Citation

To maintain safety, no one can park a vehicle so that it interferes with the use of a fire hydrant, fire lane, travel lane or other emergency zone, creates any other hazard or unreasonably interferes with the free and proper use of a roadway or pedestrian way. Special parking restrictions imposed during emergencies must be followed.

Parking privileges may be revoked for the rest of the vehicle registration year if cited seven times between September 1st and August 30th. Students are also responsible for citations issued to immediate family members or those with the same permanent address. 
 

What's included on a citation issued for parking violations?

All citations are placed on the vehicle and include the following information:

  • Vehicle’s description

  • Parking decal or fee tag numbers, if available

  • Date and time the citation was issued

  • Badge number of the citing officer or parking attendant

  • Location of violation

  • Specific administrative and/or parking offense(s)

  • Corresponding fine(s)

Pay a Fine

If neither full payment nor a first appeal is submitted within 14 calendar days of the citation being issued, this will be considered an admission of liability.

Citations can be paid while under appeal; however, payment won’t affect the appeal outcome. If the appeal is accepted, the payment will be refunded via check within six to eight weeks.

Late fees are added 14 days after the first appeal is denied or 30 days from the date the citation was issued, whichever is longer.
 

Payment Options & Instructions for Parking Fines

You have four options for paying a parking-related fine:

  • Pay with a credit or debit card using the Online Payment Center.
  • Pay in cash in person at the Parking Services Office during normal operating hours.

Repercussions for Unpaid Fines & Fees

Students who fail to pay parking fines may have their transcripts withheld and will have their registration and/or diplomas withheld. Payment of all outstanding fines is required to remove a hold from a student account.

Unionized employees who fail to pay parking fines may be subject to payroll deduction, per Title 8 of the Regulations of the State University of New York, Part 561.

Unpaid parking fines may be referred to a collection agency.

Appeal a Parking Citation

Citations for the following violations can not be appealed:

  • Unauthorized parking in a blue accessible space or blue aisle.
  • Displaying an altered, forged, stolen, lost, or unauthorized permit.
  • Vehicle immobilizations and tow charges

The following reasons are insufficient grounds for an appeal:

  • Lack of knowledge about parking regulations
  • Running late
  • Inclement weather
  • Safety violations
  • Preferred parking area was full or reserved for event. 
  • Short-term parking in an unauthorized area
  • Received at least two prior citations for the same offense.
First Appeal Instructions for Students & Employees

First appeals must be submitted within 14 calendar days of the citation being issued.

Log into the MYUALBANY using your UAlbany NetID and password.

For Students: click on Campus Life / My Parking Information.

For Employees: click on My Parking Information.  

Scroll to the bottom of the portal page to the "Citation Information" section

Find the citation you'd like to appeal and click the "Appeal" button in that row.

Enter your appeal.

 

A decision will be sent to your UAlbany email address within 1 to 2 weeks. 

First Appeal Instructions for All Others

First appeals must be submitted within 14 calendar days of the citation being issued.

Email your appeal to [email protected]. The email must include the following information:

  • Vehicle owner's full name and address

  • Vehicle's license plate number

  • Citation number

  • Reason(s) why the citation should be rescinded

A decision will be mailed to the vehicle's registered owner via the U.S. Postal Service within two to four weeks.

Second Appeal Instructions

If the first appeal decision is unfavorable, you may request a second appeal hearing with the Parking Appeals Board by calling 518-442-3121 within 14 calendar days of the first appeal decision. All second appeal hearings are conducted virtually with the exception of break periods (Winter, Spring, and Summer) where all second appeals are submitted via writing.  

Failure to appear at a scheduled second appeal hearing without prior notification will result in automatic denial of the appeal. No further hearings will be scheduled, and all fines will be imposed. All decisions rendered by the Parking Appeals Board are final.

Note: Scheduling a second appeal hearing does not prevent holds or late fees from being applied.

The Parking Appeals Board is independent from Parking & Mass Transit Services. Board members may include faculty, staff, and students.
