Electric Vehicle Charging Station Guidelines

As the transition to electric vehicles evolves, these guidelines outline the use of charging infrastructure to provide options to students, employees, and the community. These guidelines will apply to all EV owners who park and charge their EV on UAlbany-managed property.

Any person who utilizes the EV designated electrical receptacles and/or EV chargers - whether they are an employee or student of UAlbany or a member of the broader community, visitor, or general public - are subject to the guidelines and must adhere to them. 

 

Types of EV Charging Stations

Level 1 Charging, also known as trickle charging, is limited to 120 volts of alternating current (VAC) and uses a typical household three‐prong plug.  

Level 2 Charging provides electrical energy at either 240 VAC or 208 VAC.    

Level 3 Charging utilizes direct‐current (DC) energy transfer at 480 VAC.  

The campus is currently focusing on the installation of Level 1 and 2 infrastructure only.

Rules for Charging
  1. Qualifying vehicles, those that are either plug-in hybrid (PHEV) or full electric vehicles (EVs), are subject to the guidelines. 

     

  2. EV stations require a UAlbany regular or guest parking pass from 6 a.m. Monday through 6 p.m. Friday, a period of 108 consecutive hours. Users must register with ChargePoint or install the ChargePoint app in order to unlock the Level 2 station ports. 
     
  3. Vehicles must be charging while parked at the station. All vehicles parked in an EV charging station location without charging can be subject to a parking fine.
     
  4. By using the EV charging stations, the EV and PHEV owner consents for their vehicle to be unplugged by authorized University personnel when charging station indicates their vehicle is fully charged. This will better enable vehicles parked adjacent to the EV charging stations the opportunity to charge. Note: Vehicles may only be unplugged by the owner and/or authorized University personnel.
     
  5. Authorized personnel may disconnect a vehicle at any time during an emergency situation. Authorized personnel include third-party towing services, Fire Department, University Police Department, Parking and Mass Transit Services, and Facilities Management. 

     

  6. The campus assumes no responsibility or liability for damage to vehicles using the EV charging stations.
     
  7. Vehicles should be moved when they have reached their maximum charge so other electric vehicle owners can use the charging station. A typical electric vehicle should be fully charged within three hours. Any vehicle remaining at a charging station after four hours is subject to a parking citation.
     
  8. Parking is prohibited at non-functioning stations.   

     

  9. Owners should practice safe charging procedures. When using level 1 infrastructure, all electric vehicle charger users must wrap up and store charging cords properly when not in use. The use of extension cords is prohibited.
     

     

Costs for Charging

Rates are based on the annualized average electricity price for supply, transmission and delivery of electricity to the campus, overhead cost for operations, maintenance and management of the charging stations. Prices will be reviewed on a regular basis and are subject to change.

Level 1 plug in locations are reserved for campus residents and owners must have a UAlbany resident student parking permit.

Level 2 charging stations are subject to the following rates: $1 per hour for the first three hours and 5 cents per minute after that.

The following Uptown Campus charging stations are open and require a UAlbany regular or guest parking pass from 6 a.m. Monday through 6 p.m. Friday, a period of 108 consecutive hours. 

Drivers who utilize charging stations for commuting purposes should not rely on charging station availability.
