Specialization: Public Personnel Management

Ellen Rubin is an Associate Professor in the Department of Public Administration and Policy. Her area of expertise is in public personnel management, particularly focusing on 1) evaluating perceptions of fairness in the workplace and 2) assessing employee performance and accountability systems. Her current research projects include analyzing federal employee discrimination complaints, including harassment claims, and studying teachers' reactions to performance appraisal systems.

From October 2011 through June 2012 Dr. Rubin served as an Advisor to NY Governor Cuomo's Commission on Spending and Government Efficiency (SAGE). In this capacity, Dr. Rubin helped the commission gain a better understanding of state workforce management challenges.

Dr. Rubin earned her PhD in Public Administration from the University of Georgia and her MPA from the Maxwell School at Syracuse University. Prior to working in academia, she worked at the U.S. Government Accountability Office as a Senior Analyst for Human Capital Policy.
